§ 70.01 ADOPTION OF ILLINOIS VEHICLE CODE.
   (A)   The city hereby adopts by reference the following provisions of the Illinois Vehicle Code, ILCS Ch. 625, as existing on the effective date of this ordinance and as may be amended after the effective date:
      (1)   Chapter 1. Title and Definitions. ILCS Ch. 625, Act 5, §§ 1-100 et seq.
      (2)   ILCS Ch. 625, Ch. 5, § 4-200 et seq. Abandoned, Lost, Stolen or Unclaimed Vehicles.
      (3)   Chapter 11. Rules of the Road. ILCS Ch. 625, Act 5, §§ 11-100 et seq. except § 11-303.
      (4)   Chapter 12. Equipment of Vehicles. ILCS Ch. 625, Act 5, §§ 12-100 et seq.
      (5)   Child Passenger Protection Act. ILCS Ch. 625, Act 25, §§ 1 et seq.
      (6)   ILCS Ch. 625, Act 5, § 3-413(f): No person shall operate a vehicle, nor permit the operation of a vehicle, upon which is displayed an Illinois registration plate, plates or registration stickers, except as provided by ILCS Ch. 625, Act 5, § 3-701(b), after the termination of the registration period for which issued or after the expiration date set pursuant to ILCS Ch. 625, Act 5, §§ 3-414 and 3-414.1.
   (B)   No person shall violate any provisions of the Illinois Vehicle Code adopted by reference. All citations issued for violations of the Illinois Vehicle Code that are to be prosecuted by the city shall be written in the name of the city, shall refer to the numbered sections of the Illinois Vehicle Code with using the prefix “70-“ in front of the numbered sections from the Illinois Code, and shall designate the violation as an ordinance violation on the traffic citation, ticket, or complaint.
