§ 51.090 BILLS.
   (A)   The rates or charges for service shall be payable monthly, bi-monthly, or quarterly depending on the determination of the city of service for which bills are rendered. The owner of the premises, the occupant thereof, and the user of the service shall be jointly and severally liable to pay for the service to such premises and the service is furnished to the premises by the city only upon the condition that the owner of the premises, occupant, and user of the services are jointly and severally liable therefor to the city.
   (B)   Bills for sewer service shall be sent out by the city Waterworks and Sewerage System on the first day of the billing period succeeding the period for which the service was billed.
   (C)   All sewer and water bills are due and payable 15 days from the date of issuance (due date), then any portion of the amount due which is unpaid as of the payment due date is subject to a finance charge at the annual percentage rate of 18% (1.5% per month) on the unpaid balance each month.
