The provisions of the central service charge in §§ 51.067 et seq. shall be applicable to:
(A) All residential attached and detached single-family residence units hereafter constructed upon property presently within the city. In the event property within the city heretofore subdivided into lots is resubdivided into smaller lots, the charges set forth in this subchapter shall be applicable to all lots established by such resubdivision.
(B) All multiple-family residential, motel, hotel, commercial and/or industrial users upon property presently within the city where additions, improvements or alterations by the users increased their use of the water and/or sewerage systems.
(C) All new multiple-family residential, motel, hotel, commercial and/or industrial users upon property within the city.
(D) All users of the water and/or sewerage system upon property not presently within the corporate limits.
