(A) The fees to be charged those customers who are residents of the City of Lockport and who hereafter request that a connection to the city Waterworks and Sewerage System be made as of July 1, 2018, up to June 30, 2022, are as follows:

(4) (a) For commercial, office, industrial, church or school use, a connection charge for water and sanitary sewer shall be the combination of $1,000 per PE (Population Equivalent) and $1 per square foot of the gross area of all the buildings for the business. The gross area of the buildings include any warehouse, storage and garage area that may not even be connected to the sanitary sewer or water system.
(b) For an addition that is being added onto an existing commercial, office, industrial, church or school use that is already connected to the water and/or sewer system, there shall be a charge of $1,000 per additional PE that is generated by the addition.
(5) In the event the use of one of the services, water or sewer, is not available to persons or users connecting to a service that is available, the fee to be charged under divisions (B)(1) through (4) above shall be the individual fee listed for the water or sewer tap. Such service shall be deemed available whenever a main line capable of servicing the user in question is within 100 feet of the user's property.
(6) A water or sewer service shall be extended at the cost of the user.
(7) The above-mentioned fees may only be paid at the time that a building permit is applied for and other permit fees have also been paid by the customer on each individual connection.
(8) The fees to be charged those customers who are not residents of the City of Lockport at the time of the connection and who hereafter request that a connection to the city Waterworks and Sewerage System be made as of July 1, 2018, up to June 30, 2022, are as follows:
