(A) When the property is within the city limits, the fees to be charged under the provisions of § 51.067 shall be calculated by the Building Department prior to the time a building permit is issued.
(B) When the property is not within the city limits, the fees to be charged shall be calculated and paid to the city prior to the city executing any Illinois Environmental Protection Agency permits for water and sewer extension.
