(A) Requirements. It shall be the responsibility of the owner to install properly all piping and necessary appurtenances under this chapter and to furnish all labor or other services associated with such installation of any connection to a water main or sewer main. All connections shall be made in accordance with the specifications of and under the direction and supervision of the authorized agents of the city. No connection shall be used until after the materials and workmanship are approved by the city.
(1) The city shall from time to time set the specifications for such water meters.
(2) Any person not complying with the provisions of this section shall not have water service provided by the city.
(B) Tampering or interference with water meter.
(1) Water meters required; fittings generally. All water from the water mains of the city shall be measured through a meter and no premises will be permitted to use water unless a meter of a make approved by the city shall have first been installed by the consumer. No person shall be permitted to tamper, remove or in any way interfere with the seal on such water meter excepting under authority granted by the city. The owner of the building, structure or premises for which such meter is installed or the person in possession, charge or control thereof shall be held responsible for any unauthorized tampering or interference with the water meter and/or breaking of the seal. A fee of $75 shall be charged by the city for reinspection of the meter and/or resealing of the meter that was tampered or interfered with or where the seal was broken based upon the past usage of the user. The city shall have the full right to attach a tag to each water meter bearing the following reading:
“WARNING
Any person who shall break or cause the seal on this meter to be broken is subject to a fine.
CITY OF LOCKPORT”
(C) Code violation. Any person other than those authorized by the city who shall tamper with the meter or who shall break or cause to be broken any such seal shall be deemed guilty of a violation of this code.
(D) Repair and replacement of meters. If a water meter is repaired or replaced because it has been interfered, damaged, or tampered with, the owner or occupant shall pay to the city the cost of repair or replacement of the meter.
