§ 50.02 RESTRICTION ON USE OF LAKE MICHIGAN WATER FOR SPRINKLING AND CAR WASHING.
   (A)   Owners and/or occupants of premises having odd-numbered street addresses may use Lake Michigan water for the purpose of lawn and garden sprinkling or car washing only on odd numbered days of the month, Monday through Saturday, and only between the hours of 8:00 p.m. and 12:00 p.m. midnight.
   (B)   Owners and/or occupants of premises having even-numbered street addresses may use Lake Michigan water for the purpose of lawn and garden sprinkling or car washing only on even numbered days of the month, Monday through Saturday, and only between the hours of 8:00 p.m. and 12:00 midnight.
   (C)   These regulations shall be effective from their becoming law and through September 15, and thereafter, from May 15 through September 15 of each succeeding year. “Odd numbered day” and “even numbered day” refer to calendar date. For example, June 15, 17, 19, 23, 25, 29 are “odd numbered days”; June 16, 18, 22, 24, 26, 30 are “even numbered days.”
   (D)   Newly laid sod may be sprinkled for five consecutive days provided a special watering permit has been obtained from the Zoning Officer. The permit shall be displayed on each of the days. It shall set forth the address and the dates for which it is issued. There shall be no fee for the permit.
   (E)   In new construction or in any remodeling of any premises involving a water-cooled air condition-ing system, the air conditioning system shall be of the closed cycle type so that water is used for make-up purposes only.
   (F)   In the event of an emergency water shortage, the Mayor or, in the event the Mayor cannot be reached, the City Administrator shall have the power to temporarily ban all water use outside the home for so long as the emergency water shortage exists.
