If a sidewalk is not constructed, or if a defective sidewalk is not reconstructed, repaired or freed from nuisance, within the period of time permitted by the notice to the owner of the abutting property, the Village Administrator shall cause the work to be done by contract or by village forces, or both, and the entire cost shall be charged against the property.
