(a) Applications for the licenses required by § 852.02 shall be made on forms prescribed by the Chief of Police. The fee for each vehicle license is $25 and the fee for each license to operate such vehicle is $25. Upon receipt thereof, the license for each vehicle shall be prominently displayed on the outside of such vehicle on a place to be determined by the Chief.
(b) An applicant for a license to operate such vehicle shall produce a valid state driver’s license and a current photograph and shall be fingerprinted. No such license shall be issued to:
(1) A driver under the age of 18 years;
(2) A driver who has been convicted of a felony;
(3) A driver who has been convicted of driving under the influence of alcohol or any drug of abuse, in any court;
(4) A driver who has been convicted of a misdemeanor or felony, in any court, on morals charges or who has been found pursuant to Ohio R.C. Chapter 2950 to be a sexual predator, habitual sex offender or sexually oriented offender; or
(5) A driver who has been convicted, in any court, of two or more moving traffic violations within four years prior to making such application.
(c) No license shall be issued to a vehicle that has been declared, by the Chief of Police, to be unroadworthy or inadequate for street service to children.
