When a job promotion or vacancy is created within the Department of Service by an employee’s death, voluntary quitting, discharge, retirement or permanent transfer from the Department, the promotion or vacancy shall be filled by the best qualified employee at the discretion of the Department Supervisor, with the approval of the Village Administrator.
