The Village Clerk-Treasurer shall charge any individual who presents the village with a check in payment of any debt, charge or fee, which check is returned for insufficient funds or is in any way not honored by the financial institution from which the check is drawn, a $40 charge. Such charge shall be added to such debt to the village in order to defray the administrative expenses incurred by the village in handling the dishonored check.
