§ 246.07 EMERGENCY MEDICAL SERVICES.
   (a)   The Emergency Medical Services of the municipality is hereby declared to be a function of the Fire Department and under the command of the Fire Chief. The Chief has the authority to assign and/or designate any officer to be in charge of Emergency Medical Services operations and they shall be responsible for the performance of his and/or her duties therein.
   (b)   Emergency Medical Services patient care operations of the municipality shall be under the medical direction of a licensed physician registered in the State of Ohio; such physician will carry department title of Medical Director and shall be entitled to compensation as established per ordinance by the Village of Lockland Council.
   (c)   Service charges.
      (1)   Basic life support. A $650 service charge for basic life support emergency runs along with a mileage charge of $14 per mile to the receiving hospital shall be levied against individuals utilizing the Fire Department's Emergency Medical Services.
      (2)   Advanced life support. An $850 service charge for advanced life support emergency runs along with a mileage charge of $14 per mile to the receiving hospital shall be levied against individuals utilizing the Fire Department's Emergency Medical Services for ALS1 services. A $1,050 service charge for advanced life support emergency runs along with a mileage charge of $14 per mile to the receiving hospital shall be levied against individuals utilizing the Fire Department's Emergency Medical Services for ALS2 services.
      (3)   However, such charges as described in divisions (c)(1) and (c)(2) above shall not be levied against village residents who do not have insurance covering such services(s), other residents and their insurance companies, including the federal health care programs of Medicare and Medicaid will be levied such service charges for services provided but only to the extent of their insurance coverage (there will be no out-of-pocket cost to Village of Lockland residents). The village will treat the revenues received from local taxes as payment of any otherwise applicable charges not covered by insurance including, co-payments and deductibles due from the residents of the village.
   (d)   All revenue received in for the Emergency Medical Services runs shall be deposited in the Fire Department's (Fire Levy Fund) Operations Account.
   (e)   The fees charged shall be effective as of November 1, 2015.
