In the event the Police or Fire Department of the Village of Lockland has received in excess of two false alarms, as more fully defined in § 1064.01, within any calendar year from and after the effective date of this section, the owner of the property upon which the alarm system is located shall be charged the sum of $100 per false alarm for each and every false alarm in excess of two for said calendar year.
