(a) Any person soliciting contributions for or conducting door-to-door canvassing for which the primary purpose is to solicit funds or sell goods for the benefit of charitable or not-for-profit organizations, or for the purpose of providing information, either written or oral, to the occupants of the dwellings about candidates for public office, political issues or religious or church-related matters shall not be required to obtain a license or pay a fee, but shall register with the Police Department. The organization or person shall provide to the Police Department, for identification purposes, his or her name, address, and telephone number. The organization or person shall also notify the Police Department personally of the time period and specific areas within the village that they are canvassing. No person or organization registered as an exemption shall canvass or solicit in an area or at a time not previously listed with the Police Department.
(b) Residents of the village who engage in door-to-door canvassing for which the primary purpose is to solicit funds or sell goods for the benefit of charitable or not-for-profit organizations, or for the purpose of providing information, either written or oral, to the occupants of the dwelling about candidates for public office, political issues or religious or church-related matters, are exempt from all requirements of this chapter except § 844.16.
