Any person aggrieved by the action of the Chief of Police or the Mayor or his or her designee in the denial or revocation of a permit or license shall have the right to appeal to Village Council. The appeal shall be taken by the filing with the higher level administrative authority, within 14 days after notice of the action complained of has been mailed to the person's last known address, a written statement setting forth fully the grounds for the appeal. Village Council shall set a time and place for a hearing on the appeal and notice of the hearing shall be given to the appellant in the same manner for notice of hearing on revocation. The decision and order of the Village Council on the appeal shall be final and conclusive; provided, however, that if an appeal is perfected under this section, the effective date of revocation of any such permit shall be stayed until the appeal has been held if the appeal is perfected.
