(a) A fee of $14 per housing unit in the village (up to five units per building) per month shall be charged for garbage and refuse collection to the owner of the premises. The fee shall be included with the residential water bills that are issued every other month. Multi-family developments of six or more units are required to privately contract for such services pursuant to § 1060.12.
(b) When the fee for garbage and refuse collection becomes due and is not paid, the Village Administrator may certify the delinquent accounts to the County Auditor who shall place a certified amount on the real property tax list and duplicate against the property whose garbage and refuse has been collected by the Public Works Department but the bill has not been paid. The amount certified shall be a lien on the owner's property from the date the certification is placed on the list and duplicate and shall be collected in the same manner as other taxes so certified.
