(a) Authorized representatives of the municipality may enter any premises for the purpose of reading or inspecting the water meter only. Any refusal to allow a representative of the municipality to read and inspect the water meter is sufficient grounds to discontinue the water service.
(b) All water bills, which shall also include the charges for sewer and garbage service, are due and payable at the end of the bimonthly period. Any delinquent water bill, including the amounts owed for sewer and garbage, is subject to a penalty of ten percent of the bill, compounded monthly.
(c) Water service that is shut off for nonpayment of a bill shall not be turned on again until a charge of $75 is paid to the municipality in addition to the full payment of the delinquent bill at any time turn on service is requested.
(d) Whenever a street cut is made for the purpose of installing a water main or service, a deposit of $500 shall be posted with the Village Administrator before a cut or opening is made within the public right-of-way. The full amount of the deposit shall be returned upon satisfactory completion of the street restoration.
(e) New water service piping of two inches or less in diameter shall be of approved copper tubing.
(f) Water meters installed outside of a building shall be placed in an approved ford meter box or in an approved meter pit.
(g) Water meters shall be purchased by the customer from the municipality. All new and replacement meters shall be equipped with a pulsator so that the meter can be read without entering the premises. No person shall install a water meter without an inspection by the Water Department.
(h) The property owner shall maintain and repair the water service from the curb box to the property served, including, if applicable, the meter box or pit.
(i) The property owner shall install water service to any property.
(j) All plumbing work or water line work shall be done by a licensed plumber who has posted the proper bond with the municipality.
(k) No person shall tap, repair or work on a water main in the municipality without the written permission of the Village Administrator.
(l) The property owner is responsible for the maintenance, repair and replacement of water meters. However, minor maintenance that can be satisfactorily performed by the Water Department may be so done at no cost to the property owner.
(m) If the village decides to replace a worn out or antiquated water meter, in the absence of negligence or wrongful conduct on the part of the property owner, there will be no charge for the replacement of a five-eighths inch water meter on owner-occupied single-family residential premises. The replacement meter shall remain the property of the village.
(n) Any property owner or other person who is required by law to have a standby water system for fire protection shall be charged a bimonthly fee of $60 for the system and its service thereof.
