The City Council hereby finds and determines that a public water supply system with ample clean and potable water is required for the health, safety and well being and fire protection of the inhabitants of the city; and water wells owned and operated by any person other than the city may have an adverse effect upon the city’s public water system by diminishing the amount of underground water available for the city’s water supply system and by increasing the possibility of contamination of underground water and thereby becoming a health hazard.
