The definitions and meanings of words and phrases, which are defined in the Subdivision Map Act, are used in this title as defined in this chapter, unless from the content hereof it clearly appears that a different meaning is intended. The word “may” indicates an action which is permissive. The word “shall” indicates an action which is mandatory. All words in the singular shall include the plural, and the plural, the singular. Each gender shall include the other and each tense shall include the other tenses.
