It is the purpose and intent of the City Council in enacting this chapter to protect the health, welfare, safety and interest of the public and of patrons of establishments regulated herein by requiring the licensing and regulation of the establishments, services and persons herein defined, by providing minimum building, health, and sanitation standards for such establishments, and by requiring minimum qualifications for persons performing such services.
