(A) No person shall stand on any public or private parking lot, street or highway, or any sidewalk or other area adjacent to any parking lot, street or highway, and solicit or attempt to solicit employment, business or contributions from occupants of a vehicle.
(B) The City Council finds this provision is necessary to assure traffic flow and safety of both motorists and pedestrians. The solicitation of motorists is potentially distracting to the operator of the motor vehicle, and can place solicitors in close proximity to moving vehicles in an unsafe manner. This prohibition is not directed toward any other form of solicitation, and is expressly intended not to infringe on any protected rights of any individual. This regulation is necessary to protect the safety and welfare of the public.
