The declared purposes of this chapter are to empower certain city officials to promulgate orders and regulations necessary to provide for the protection of life and property or to preserve public order and safety, to provide for the preparation and carrying out of plans for the protection of persons and property within the city in the event of a disaster or emergency, and to provide for coordination of the emergency services functions of the city and all other public agencies and affected private persons, corporations and organizations.
