It is hereby declared to be a public nuisance to permit grasses or worthless vegetation to grow in excess of 12 inches, or 8 inches in the event that the city has previously acted within the same calendar year to remove such grass in excess of 12 inches on the same lot or piece of ground and had to seek recovery of the costs and expenses of such work from the owner or occupier of the property.
