§ 52.42 AUTHORITY OVER WATER DEPARTMENT.
   The Superintendent shall have complete charge of the Water Department of the city, except as otherwise ordered or provided by the City Council or by law, and he or she shall supervise and be responsible for each and every activity of the Water Department.
