The Superintendent of the Water Department or his or her authorized designee, or the plumbing inspector or his or her authorized designee, shall have the right of entry to conduct those surveys or inspections as he or she deems necessary to discover or verify information relating to connections made to the city’s water distribution system, including the discovery or verification of any violation of this subchapter.
