§ 51.111 BASE USER RATE.
   Operation and maintenance costs which are proportional to the volume and strength of wastewater shall be recovered by a user charge directly related to the volume of wastewater generated by each user. This base user rate shall be equal to the annual flow proportional treatment costs divided by the annual billable flow as determined by water consumption or actual quantity of wastewater as recorded in a control manhole. The base user rate for all users of the system per 1,000 gallons of water used shall be $5.04 in 2022-2023. Where water consumption does not reflect the actual quantity of wastewater tributary to the wastewater treatment works, the charges in 2022-2023 shall be $5.04 per 1,000 gallons of wastewater as recorded in a control manhole required by § 51.046 of this code.
