§ 31.115 APPOINTMENT.
   (A)   The position of City Treasurer is hereby declared to be an appointed position, pursuant to ILCS Ch. 65, Act 5, § 3.1-15-5, effective after the completion of the present term of the City Treasurer.
   (B)   In the absence of appointment of a City Treasurer by the Mayor, the City Clerk shall perform the duties of the City Treasurer, subject to the appropriate posting of statutory bonds by said City Clerk.
   (C)   In the event that the City Clerk shall perform the functions of the City Treasurer, absent appointment thereof, the City Clerk shall be paid an additional compensation of $850 per year.
   (D)   In the event a City Treasurer is appointed by the Mayor, that same shall be done with the advice and consent of the City Council, pursuant to statute.
