§ 31.087 KEEPING RECORDS.
   (A)   Elections and appointments. The Clerk shall keep a record of the election, appointment, and confirmation of all officers of the city, and this record shall be so ruled and headed that the same shall exhibit the name of the officer, to what office elected or appointed, the date of confirmation or election, the date of commission, and the date of death, resignation, removal, or expiration of term of office, with a column for remarks.

   (B)   Records to be turned over to successor. The Clerk shall carefully preserve in his or her office all books, records, papers, maps, and effects of every description belonging to the city or appertaining to the office, and not in the actual use and possession of other city officers, and upon the expiration in any way of his or her official term, he or she shall deliver all these books, records, papers, and effects to his or her successor in office.

   (C)   Account books. The Clerk shall keep the account books as are necessary, and shall keep therein all accounts pertaining to the finances of the city. He or she shall keep an accurate account with all city officers and others collecting or receiving any monies, property, or claims on account of the city, charging them with all monies or property received by them, or claims placed in their hands for collection, and crediting them with all monies paid into the treasury, upon their filing the Treasurer’s receipts, or with accounts or claims uncollectible, or other proper credits, upon filing the proper vouchers. The Treasurer shall be credited with all warrants canceled and returned.

   (D)   Specified funds; bonds. The Clerk shall keep a detailed and specific account of the city revenue, keeping an account with each specific fund, crediting the same with all receipts and charging it with all appropriations or warrants drawn thereon. He or she shall keep an accurate account of all debts due by or owing to the city, and shall keep a bill book in which he or she shall enter a correct list of all bonds, notes, or other obligations given by or payable to the city, with the date thereof, person to whom or by whom the same is owned or payable, and the rate of interest, and the time and manner in which the principals are payable, and the other particulars as may be necessary to a full understanding of the tenor thereof.

   (E)   Local improvements; contracts and specifications. The Clerk shall keep a list of all local or public improvements ordered by the City Council. A list of all contracts and contract specifications made by the City Council or by any officer of the city shall also be kept by the Clerk. He or she shall keep a record of all permits issued for excavations to be made in any street, avenue, or alley in the city. The record shall contain the name of the street, avenue, or alley, the particular place where the excavation is to be made, the name of the person to whom the permit is granted, for what purpose, and the date of issuance.

   (F)   Register of licenses issued. The Clerk shall keep a complete register of all licenses issued, giving the date, number, amount paid for same, the date of expiration, to whom and for what purpose issued, and, as far as practicable, the place of business of the licensee, and report the same fully to the City Council each month.
