In making any adjustments or settlements, and for the purpose of ascertaining the true state of any balance or claim against the city, the Clerk is hereby authorized to require any claimant to file with him or her a statement, in writing, under oath, as to any fact, matter, or thing concerning the correctness of any account, claim, or demand presented against the city.
