§ 31.047 ADMINISTRATIVE SERVICE; AUTHORITY OF ADMINISTRATOR.
   No citizen or elected officer of the city shall dictate the appointment of any person to, or their removal from, office by the City Administrator or by any of the Administrator's subordinates except as set forth expressly in this subchapter. Except for the purpose of inquiry, elected city officers shall deal with the administrative service through the City Administrator, or when the City Administrator is not readily available, the department head. Elected city officers shall not give orders to any subordinates of the City Administrator, either publicly or privately; however, when a request is made by an elected official to a department head, it is the responsibility of the department head to notify the City Administrator of the request in a timely manner.
