§ 31.026 SUPERVISION OF OFFICERS.
   The Mayor shall supervise the conduct of all the officers of the city, examine the grounds of all reasonable complaints made against any of them, report the same to the City Council, and cause all their violations of duty and other neglects to be promptly corrected, or reported to the proper tribunal for punishment.
