§ 31.025 APPOINTMENT OF OFFICERS.
   The Mayor shall appoint, by and with the advice and consent of the City Council, all appointive officers of the city whose appointments are not otherwise provided for by law; and whenever a vacancy shall occur in any office, which by law or ordinance the Mayor is empowered and required to fill, he or she shall, at the next regular meeting of the City Council occurring not less than 5 days after the vacancy, communicate to the City Council the name of the appointee to that office, and pending the concurrence of the Council in the appointment he or she may designate some suitable person to discharge the functions of the office.
