The Mayor shall grant licenses for the purposes authorized by any ordinance of the city, to those persons, duly qualified according to ordinance, as he or she may deem proper, unless the Council shall otherwise provide, and he or she may revoke the same at any time when reasonable cause exists. Any revocation shall be reported to the City Council for its consideration.
