§ 31.022 DUTIES.
   The Mayor shall devote, faithfully and efficiently, so much of his or her time as may be required in executing the following duties of his or her office:
   (A)   He or she shall preside at all the meetings of the City Council, but shall not vote except as permitted by ILCS Ch. 65, Act 5, § 3.1-40-30, when he or she shall cast the deciding vote;
   (B)   He or she shall preserve order and decorum and generally do and perform all acts and things which are enjoined upon him or her by the laws of the state and the ordinances of this city;
   (C)   He or she shall sign all commissions, licenses, and permits granted by the authority of the City Council, except as otherwise provided; and
   (D)   He or she shall sign all warrants granted, issued, or drawn by the order of the City Council, or authorized by the ordinances of the city; in all contracts where the city is a party, he or she shall sign the same on behalf of the city, and it shall be his or her special duty to see that the other contracting party faithfully complies with the contract; and in all suits where the city is a party, it shall be the duty of the Mayor to advise with the City Attorney in prosecuting or defending the same, as the case may be.
