Within 5 days of written notification and request, a person who has been an officer of this city shall deliver to the successor in office all property, books, and effects in the former officer’s possession, belonging to the city. A former officer who violates this section is liable for all damages caused by the violation and is subject to the penalty prescribed by this code.
