§ 31.006 NEGLIGENCE OR MISCONDUCT; LIABILITY.
   All officers shall be liable to the city for all loss or damage that may result thereto from their negligence or willful misconduct in the discharge of any official duty. The City Council may in its discretion withhold the salary of any officer in order to secure the corporation from loss.
