§ 96.278 AUTHORITY TO ESTABLISH RULES AND REGULATIONS.
   The appropriate department of the city shall have power to establish general rules and regulations for the administration of this chapter and other rules and regulations as may be deemed advisable or necessary to make, in giving full force and effect to the carrying out of the provisions of this chapter, and may amend and repeal any rules and regulations.
