Nothing in this chapter shall apply to or be construed to prevent or penalize anything done or caused to be done by the city in constructing, operating, improving, repairing, maintaining, patrolling, policing, protecting, or caring for the reservoir, the aquatic life therein, the shores thereof, zone D, the birds and natural life thereon, or any part of the waterworks system of the city.
