No building or structure or anything erected or constructed on the face thereof or in any way connected therewith shall extend into, upon, or over any boulevard, road, or parkway in zones A, B, C, or D, unless a written permit for the same shall have been granted by the city, based upon a written application setting forth the location and specifications of the encroachment.
