Public picnic areas at Lake Lou Yaeger and its adjacent zone of land shall close from 10:00 p.m. to 5:00 a.m. unless a special permit is issued by the City Clerk and a bond of $100 cash money deposited with the City Clerk by any person or groups desiring to use those picnic areas after the aforementioned hours. The bond shall be returned to the person or group posting it within 7 days of their demand for its return, less any expenses incurred by the city in repairing or replacing damaged property or cleaning up refuse or trash. These expenses, in the sole determination of the city, shall be applied against the bond as liquidated damages against the bond so posted.
