No person shall operate any boat or craft on the reservoir or manipulate any water skis, aquaplane, or similar device while intoxicated or under the influence of narcotic drugs. The owner of any boat or craft or any person having any boat or craft in his or her possession or control shall not authorize or knowingly permit the same to be operated by any person who is under the influence of intoxicating liquor or narcotic drugs.
