§ 30.35 FORM OF ENACTMENTS.
   All enactments of the City Council of a general nature, and other business as shall by law be required to be done by ordinance, shall be in the form of ordinances; other enactments, not having a penalty attached, unless otherwise provided by statute, may be in the form of resolutions.
