The city shall at all times have power and authority to prohibit, restrict, or otherwise limit or regulate the keeping, maintenance, or operation of any or all boats and craft on the waters of the reservoir should it become necessary to do so in the interest of the public health or safety, or for the protection or improvement of the reservoir, or other cause.
