§ 96.039 ADDRESS ON FILE; NOTICE.
   Each custodian of marginal land and each licensee or holder of any permit from the city, as provided for in this chapter, shall at all times keep his or her post office address on file with the city, and any provision for written notice to any custodian, licensee, or holder of any permit from the city herein provided for shall be deemed for all purposes to have been complied with when the same in writing shall have been deposited in the U.S. certified or registered mail, postage prepaid, and properly addressed to that designated address. The affidavit of the person so mailing the notice together with the registry receipt shall be prima facie evidence of the mailing thereof.
