Each permit or license issued under this chapter, whether or not issued for a consideration, shall be subject to revocation by the city, unless otherwise expressly provided, whenever the licensee or holder of the permit in any way violates or permits the violation of any law, ordinance, rule, or regulation for the regulation, care, protection, or control of the reservoir, drainage area, or water supply of the city.
