§ 96.001 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CRAFT. Any raft or boat not permanently attached to the shore.
   CUSTODIAN. Any lessee from the city of any marginal land for residence purposes located in zone D.
   DISTANCE. Any statement of DISTANCE means the shortest horizontal distance from the point designated between the points designated or measured at right angles to the line designated.
   DRAINAGE AREA. The entire area of land and water that drains into the reservoir or into the Silt Lake at Structure No. 2, or any tributary or other stream above the public water supply dam.
   HIGH WATER LINE. The contour known as 591.5 feet mean sea level referred to in U.S. government elevations, as obtained from the benchmark established in the city.
   INTAKE. The place where the water supply for the city is taken from the reservoir.
   MARGINAL LAND. The land owned or controlled by the city adjacent to the shoreline and not flooded by the waters of the reservoir.
   RESERVOIR. The artificial lake and water impounded therein by means of the public water supply dam, known as Structure No. 4, constructed across the valley of Shoal Creek in the northeast quarter of the northeast quarter of Section 35 and northwest quarter of the northwest quarter of Section 36, all in Township 9 North, Range 5 West of the Third Principal Meridian, in the county, and by any other structure theretofore or hereafter constructed within the limits of the drainage area, as defined in this section, which are used or for use as a public water supply for the city.
   SHORELINE. The extended point where the plane of the surface of the waters of the reservoir touches land.
   WATERCOURSE. Any stream, natural or artificial channel, spring, or depression of any kind, in which water flows continuously or intermittently over any part of the drainage area, directly or indirectly, into any part of the reservoir.
   ZONE A. Comprises all the portion of the reservoir lying south of the following 2 points:
      (1)   A point on the west shoreline of the reservoir in the northeast quarter of Section 35, described as follows: 245 feet south and 50 feet west of the northeast corner of Section 35, Township 9 North, Range 5 West of the Third Principal Meridian, in the county; and
      (2)   A point on the east shoreline of the reservoir in the northwest quarter of Section 36, described as follows: 760 feet south and 1,140 feet east of the northwest corner of Section 36, Township 9 North, Range 5 West of the Third Principal Meridian, in the county.
   ZONE B. Comprises the portion of the reservoir lying within 200 feet of the shoreline, regardless of the high water line of the reservoir.
   ZONE C. Comprises all the part of the reservoir not otherwise zoned.
   ZONE D. Comprises all land in the drainage area which is or may be owned or controlled by the city, and is not flooded by the water of the reservoir at the high water line. ZONE D also includes public highways and railroad rights-of-way where the same pass through or over land owned by the city.
   ZONE E. Comprises all land located within 10 miles of the limits of the city-owned land and within the drainage area and includes all of zones A, B, C, and D.
