§ 30.16 SPECIAL MEETINGS.
   Special meetings of the City Council may be called by the Mayor or any 3 Aldermen, by notification in writing to each member of the Council (“Alderman”), served personally or left at his or her usual place of abode, stating the object and purpose of the meeting, but no business shall be transacted at any special meeting, except such as the meeting was called for and notification given thereof, unless by a vote of ¾ of all the Aldermen elected.
