The regular meetings of the City Council shall be held at the Council Chamber, at the City Hall, on the first and third Thursday of each month, at 6:30 p.m., and adjourned meetings may be held for the purpose of completing the unfinished business of the regular meetings at times as may be determined by the Council; provided that, if any regular or adjourned meeting is declared a legal holiday, that regular or adjourned meeting shall be held at a convenient time set by the City Council.
