§ 91.43 VEHICLES ON SIDEWALKS AND PARKWAYS RESTRICTED.
   (A)   No person shall operate a vehicle upon any sidewalk or parkway, except at a driveway or in crossing the same to go into a yard or lot where no suitable crossing or means of access is provided and, in such a case, only where the sidewalk has been fully protected from injury therefrom. However, parking shall be allowed on a parkway or boulevard, only under the following conditions:
      (1)   There is no curbing or guttering in the area over which the vehicle is to be driven or parked;
      (2)   The area shall be paved or graveled;
      (3)   All improvements which are made shall have proper drainage, and shall be subject to final approval by the appropriate city public official; and
      (4)   In no event shall parking ever be allowed for any reason upon a sidewalk.
   (B)   Except as provided for herein, all crosswalks, parkways, and sidewalks shall be kept free from carts, bicycles, or any and all other vehicles.
   (C)   This section shall not apply to commercial vehicles exceeding an overall length of 20 feet.
