§ 91.41 PRIVATE USE RESTRICTED.
   No part of a sidewalk shall be taken for private use by lowering or cutting it down next to the building, or by railing it off with any railing, or by shutting off the public from passing over it. A sidewalk shall not be raised up next to a building by constructing a platform on it of either wood, iron, or stone, but shall be built flush up to the building on a uniform grade, unless otherwise provided by ordinance or resolution of the City Council.
